PokéSpe B2W2 was released in Japan for the first time in September 20th, 2012 so this arc started 8 years ago (there's a timeline here https://pokemon-trainer.com/threads/pokespe-b2w2-arc-discussion-thread.1780/page-15#post-15278 -> after the big hiatus in April 2018, in 2019 until today the manga continued regularly so now we only have to wait for the epilogue May 28 is the release date of vol. 54-55)

For now the usual translation group didn't say a word so I think they are waiting for the volumes from Japan (it's difficult because many couriers don't work - for example SAL/post don't ship outside Japan since the beginning of the lockdown or don't ship to some countries) or maybe they are trying to find someone to scan the volumes

That's a great idea but I suggest you, if your sister haven't read BW, to start with Black/White because this arc (Black 2/White 2) is a sequel...
PokéSpe sometimes can be read as a "stand alone" (this is true for XY, Sword/Shield and all the Sun/Moon arc) but this is not true for B2W2 (if your sister has already read BW you are fine to go)

VIZ is famous to have box sets and they are perfect for a gift (you can see an example with the XY box set:

or
you can gift a spin-off Pokémon manga! There are some really good ones out there that are translated to english

If I remember well, you can find most of the Pokémon manga (Adventures and spin-offs) on Amazon (Viz links all the ones that have them) and with a digital version

The girl on the cover is Whi-two and the boy is Lack-two but Viz official names are Whitley (the girl) and Blake (the boy)
Both Whi-two/Whitley and Lack-two/Blake appear only in B2W2 so you won't find them in BW (in BW we have Black and White as the main characters)
